C. IMPLEMENTATION SCHEDULE
Looking at the challenges and constraints that need to be addressed and actions taken, the enforcement of the GPL will run in phases starting from the enforcement of labelling, packaging and subsequent grading. Information on 3P enforcement schedule is as follows :
Trade liberalisation under the World Trade Organization (WTO) and the ASEAN Free Trade Area (AFTA) will cause the agricultural countries to face more intense competition from other manufacturing countries. To ensure that producers are able to compete in the supply of agricultural produce to the premier supply chain in the international market, the application of rules that emphasise factors on GPL grading, packaging and labelling will facilitate access to the market of the importing country as standards developed according to the guidelines of FAO / CODEX and to comply with the terms of the WTO agreement.

In Sabah and Sarawak 3P is enforced one year after it is enforced in the Peninsula. For cut flowers and orchids commodity, the industry has applied to delay the implementation until 2012.
